Because Sales is including this in all new deals they sell, we have set the default to 'ON' for all new accounts. Should a merchant decide to opt out, it will be disabled when their Payment Portal account is configured.

When first turned on, new merchants will receive all the benefits from day one but billing won't start until two months after they go live. For example, if a merchant were to go live sometime in Jan, their first bill would be charged on March 1st. Billing always happens on the 1st of each month.
